The topic of excessive noise was discussed at the July 15 meeting of the Appomattox County Board of Supervisors (BOS) after being added as an agenda item. Prompting the discussion is an ongoing concern over loud music with reportedly vulgar lyrics disturbing people in a county neighborhood.
BOS member Trevor Hipps, who represents the Wreck Island District, told fellow board members that he’s been receiving complaints for a number of years from constituents in a specific neighborhood about one home that is disturbing others by “blasting” loud music with “profane” lyrics, typically on weekends.
“This is something that they’ve put up with for long enough,” Hipps said. “It’s a number of homes, a number of complaints, and they don’t wanna have their kids outside listening to every swear word you can think of and every other inappropriate, graphic thing that’s in this music. And so, I want them to be able to enjoy their property. I want the person that plays their music to enjoy their property, too, but it would be nice if they could both co-exist.”
Hipps said the county noise ordinance prohibits excessive noise from 11 p.m. to 6 a.m. but that situations of this nature may be more difficult to solve if the disturbance occurs outside of the cutoff time.
